Congratulations to Shelly Moats - Elementary Teacher of the Year

Mr. Nicholas presented Mrs. Moats with a commendation from the board after reading the description that was written about her that lead to her receipt of this award. 


7.2 Coshocton City School District Student Ohio Music Education Association

Congratulations to the Vocal and Instrumental Students that participated in the Ohio Music Education Association (OMEA) The group received two "good" ratings, five "excellent" ratings, and nine "superior" ratings

7.3 Coshocton Elementary School's Fifth Grade Math Students won the Prodigy State Championship

Congratulations to our Fifth Grade Math Students/Prodigy State Champions!

Mr Nicholas introduced a student that explained what Prodigy was and how the 5th graders. The class members explained to the Board what Prodigy is and how they won the award.


8. Required Public Hearing -

 2026-2027 District School Calendar

Minutes

A committee of teachers with Trista Claxon and Mr. Nicholas determined multiple options then narrowed them down to one calendar with input from staff.


9. Hearing of the Public

This meeting is a meeting of the Board of Education in public or the purpose of conducting School District business and is not to be considered a public community meeting. There is a time for public participation during the meeting as indicated. Those addressing the Board will be allotted three (3) minutes.

10.1 031.1-2026 Update on Social Media Reach

Minutes

Mr. Nicholas explained that he meets with our social media company and gets an update on the social media presentation and the feedback that we receive on it. Christina Godsey Alyssa is stragegist. This report is from August to December 2025. We report on smaller amounts of time in meetings, but we do the more extiensive twice a year. Goal is to get the great things out to the community 

Impressions - how many time it showed up on someones screedn engagement - likes chicksl interactions iwth the historical post or during current period

Metrics help guide the communicaiton strategy. We take into consideration when people are active. Look at algorythm and how it changes.

11.1 Updates

Minutes

The Dental insurance balance has continued to increase to a balance of $257,682.12, which is a $5,629.49 increase over last month.

The Medical Insurance balance at the end of January is $1,844,060.81, a $61,447.05 decrease from the prior month.

The total balance in the insurance fund is $2,101,742.93, down $55,817.56 from the December balance


11.2 032.1-2026 Monthly Financial Report

It is recommended that the Board of Education approve the January 2026 Financial Summary as presented.

Total cost to run our district in January was $56,913.72. Our actual General Fund cash balance of $3,795,774.88 allows for 67 true cash days

January total revenue was 1,339,726.06.  Total January expenditures were $1,764,326.96. Expenditures exceeded revenue by $424,600.90. This was an 11, 732.44 less than January projections.

YTD revenue as or January 31 was $12,126,966.22, Total YTD expenditures as or January 31 were13,106,184.70. YTD expenditures exceed revenue by $979,218.48. This is $55,272.88 more than the FYTD projections.

We are 58% of the way through the year. Expenditures and Revenue are within the estimates of our October forecast.

Revenue and expenditures have both increased from January 2025. Revenue by $30,048 and $32,450 in expenditures. wit ha net difference of $2,402. 

The district has earned $161,515.43 in interest this year. The insurance fund has earned $43,049.55 in interest this year.

All accounts total $12,951,825.46 and were reconciled to the bank balances.

The January cash disbursement report is attached.

11.4 032.3-2026 February 2026 Forecast and Assumptions

It is recommended that the Board of Education approve the February 2026 Forecast and Assumptions as presented.

New Ohio laws require us to file a February forecast this year. HB96 continues to phase in the last two years of the Fair School Funding Formula.

There are 4 new House bills that will impact our funding moving forward. HB129-implements new requirements for and restores fixed sum levies and will include fixed sum levy millage,  HB186 establishes Inflation Cap Credits. We have budgeted very conservative in this area so we do not expect this to impact our forecast. HB309 allows county Budget Commissions to reduce any voter-approved levy (except debt)to bring taxes levied within levels they feel are reasonable., and HB335 limits revenue grown from inside millage. We moved inside millage to permanent improvement. this move has had a negative impact on our forecast. However we still believe this was in the best interest of the district due to major capital improvement needs we have. 

These house bills become effective March 19, 2026. HB186 implements new property tax caps retroactively for property reappraisals and triennial updates that occurred in tax year 2023, 2024, and 2025. The Ohio Department of Taxation is charged with calculating the effects of the legislation and notifying the 88 county auditors of the impact. They have until April 20, 2026 to calculate any ductions that impact school districts.

There are no expenditure changes to the February forecast at this time we are only showing the estimated changes due to the movement of inside millage and what we estimate the impact of the house bills to be. These will be adjusted as we know more.
